VEP Submits Public Comment and Nomination Letter to the ED’s Negotiated Rulemaking Committee

This week, the Veterans Education Project (VEP) submitted Public Comment to the Department of Education’s Negotiated Rulemaking Committee and formally nominated a representative to serve on the “Accountability in Higher Education and Access through Demand-driven Workforce Pell” (AHEAD) Committee; one of two subcommittees convened under this latest round of Negotiated Rulemaking.

VEP’s Public Comment called for a regulatory environment that aligns with the outcomes-based focus of the recent reconciliation bill while preserving access to programs that serve Veterans well. We emphasized the need for targeted waivers in place of the 90/10 rule and urged caution when measuring graduate program earnings, particularly in fields like healthcare where licensure timelines delay income growth.

If selected to participate on the AHEAD Committee, VEP will work to ensure that Veteran students are represented in discussions on key issues such as programmatic accountability tied to graduate earnings, the implementation of Workforce Pell Grants for short-term training programs, and eligibility standards for students receiving Pell assistance. These are critical questions with far-reaching implications, and we are committed to helping the Department strike a fair balance between accountability, access, and opportunity for all who serve.
