VEP Supports Improvements to VA Health Professionals Scholarship Program

The Veterans Education Project (VEP) is proud to support H.R. 3767, the Health Professionals Scholarship Program (HPSP) Improvement Act of 2025. This bipartisan legislation, introduced by Representatives Abraham Hamadeh (AZ-08) and Nikki Budzinski (IL-13), strengthens an essential education-to-employment pipeline that helps student veterans pursue healthcare careers in the VA healthcare system.

The HPSP scholarship offers scholarships to student veterans pursuing degrees in high-need healthcare fields, and in return, places them in full-time VA roles upon graduation. These participants bring lived experience, cultural competence, and a deep understanding of the populations they will serve. In doing so, they help fill persistent staffing gaps in VA medical centers across the country.

H.R. 3767 builds on the program’s success by requiring the Department of Veterans Affairs to finalize full-time employment contracts for HPSP participants within 90 days of degree completion. This provision ensures a smoother, more reliable transition into the workforce and enhances continuity of care across the VA system.

VEP applauds this practical, targeted improvement to a program that benefits both student veterans and the VA. The HPSP Improvement Act is a timely solution that expands opportunity, improves access to care, and strengthens the veteran-serving workforce.
