House Veterans Affairs Committee Passes H.R.980

The Veterans Education Project (VEP) is pleased to recognize the House Committee on Veterans’ Affairs for passing H.R. 980, the Modernizing the Veterans On-Campus Experience Act of 2025. This bipartisan legislation is a meaningful step toward improving support for student veterans on college campuses nationwide.

H.R. 980 enhances the Department of Veterans Affairs’ VetSuccess on Campus (VSOC) program by expanding access to educational and vocational counseling. Among its key provisions, the bill adjusts counselor qualifications, limits caseloads to no more than 25 veterans per counselor, and allows VSOC counselors to serve multiple campuses. These changes will help ensure more student veterans receive the guidance they need to succeed, regardless of where they’re enrolled.

VEP previously expressed its support for this legislation in a Statement for the Record submitted in March to the Subcommittee on Economic Opportunity. At the time, we noted that many student veterans face barriers to accessing support services due to limited counselor availability. This bill directly addresses that gap by maximizing the reach and flexibility of the VSOC program.

We commend Representative Derrick Van Orden (R-WI) for his leadership in introducing this practical, student-focused bill, and we thank the full Committee for advancing it.
